Mandate and Function

The Center, which as said above constitutes part of the Institute, operates under autonomous and self-accountability mechanism. Its functions include scientific & technological researches, provision of consultancy services and technological transfer; delivery of trading services; import-export of technologies and commodities; organization of postgraduate training, intensive short-term training on meteorology, climatology, agriculture meteorology, hydrology, water resources, offshore meteorology and environment (hereinafter referred to, in short, as meteorology, hydrology and environment).

            The Center is entitle to have the following functions and duties:

          1. To identify scientific and technological duties and solutions to implement such duties;

          2. To undertake scientific and technological researches, applied researches, technological consultancy and transfer in the fields of meteorology, hydrology and environment;

          3. To engage in scientific fundamental researches, which contribute to the development of strategies, policies and laws on meteorology, hydrology and environment; and in the development of scientific and technological strategies as required by or at the request of the Institute;

          4. To involve in the formulation of development planning in the fields of meteorology, hydrology and environment;

          5. To organize or partially organize programs, projects and scientific and technological researches, in the fields of meteorology, hydrology and environment, by and between foreign or international organizations in accordance with applicable laws and regulations;

          6. To decide on solutions for the implementation of scientific and technological duties assigned and/or ordered by State agencies; and to ensure agreed quality and progress of such duties;

          7. To contract consultancy agreements on the researches and transfer of scientific and technological achievements and management with international and/or indigenous organizations, individuals in accordance with applicable laws and regulations;

          8. To decide whether to invite foreign experts and scientists to Vietnam and/or send staff to overseas or not, in accordance with existing laws and regulations;

          9. To participate in making postgraduate training and/or intensive training available to staff to improve their professionalism in meteorology, hydrology and environment; and other types of training, in accordance with applicable laws and regulations;

          10. To involve in the validation of scientific and technological programs, projects and researches in the fields of meteorology, hydrology and environment;

          11. To undertake scientific and technological fundamental researches and join the setting of procedures, codes, standards, technical codes, techno-economic norms in the fields of meteorology, hydrology and environment;

          12. To organize scientific and technological communication activities in the fields of meteorology, hydrology and environment. These activities may be in the forms of conferences, seminars, editions and publications, in accordance with applicable laws and regulations;

          13. To provide forecast services in the fields of meteorology, hydrology and environment;

          14. To decide on the choice of investors through public biddings for scientific and technological duties assigned and/or ordered by the State, local and foreign organizations; and on the solutions for the implementation of such duties;

          15. To decide on investment projects, which have budget from bank loans, local and/or foreign organization mobilized contributions, and from the Center Fund for Pro-service itself, in accordance with applicable laws and regulations;

          16. To implement production, business and service activities in the fields of meteorology, hydrology and environment and other related fields, in accordance with applicable laws and regulations; to join-venture with local and foreign individuals and organizations; to directly import and export technologies and products; to participate in public biddings for the realization of service contracts in the fields of meteorology, hydrology and environment, in accordance with applicable laws and regulations;

          17. To manage and cost-efficiently use all financial sources and properties deemed to belong to the Center;

          18. To manage and organize personnel, including staff, state employees and workers of the Center, in accordance with applicable laws and regulations;

          19. To collect information and prepare periodical and/or ad hoc reports on the progress of entrusted tasks; and

          20. To implement other tasks authorized by the President of the Institute.
